Yes, I agree with lina. I don't remember the name of the town, but a while ago their was a Neo-Nazi group that was going to protest in a small Jewish community (I believe in NY), and obviously this was going to affect the daily lives of the citizens of the town. So, what the town officials did was they allowed the NNs to protest for one hour at a specific spot, and warned all citizens of when and where they would be so they could avoid them if need be. So, while the town officially did allow freedom of speech, they regulated harassment.

just a note the institution on the hill is the US Airforce Academy we also have NORAD any way given all funerals are private things I'm pretty sure they've got this case in the bag

If it is private property, they have an easy case. If it isn't, they don't have a chance. As disgusting as they are, they, like the KKK, the Nazis, etc, have a right to freedom of speech, and it would be stooping to their level to deny them that.
