well that's the thing there are no tool marks indicating any type of hand tool work much less rough and shoddy work

And even less considering that you may have multiple people working on multiple skulls simultaineously. It probably didn't take an extremely long time, considering that the rough cuts could have been made with traditional carving. The rest would be long term polishing.

I remember seeing an old "Arthur C. Clarke's Mysterious World" about those. Creepy stuff.

I want to find the quartz crystals those things were made out of.
