Over 90% of the spam on the internet involves China - either being sent from relays there or China hosts the advertised sites. China has done absolutely NOTHING to curb the abuse. This is not to mention that huge volumes of hacking attacks also involve Chinese services. If China had anything other than a minor role in oversight of the internet, it would become completely unusable.
We actually need to go somewhat in the other direction: the best thing the U.S. can do is sever all current internet connectivity with China. That, at least, would curb the abuse, and relegate abusers into services that can more easily be held accountable.
