the worst part is that they get away with being the root of many things and they totally escape americas wrath and instead get aid and all other stuff that is beneficial top a nation...

Syria deserves a spot there too.

Russia and France also are problematic, as they currently and knowingly sell weaponry directly to rogue nations, and both have special weapons' capability. I'm not talking about anciety history either, but today, knowing the threat of terrorism. France sells to anybody, including us. The particular problem with Russia is not so much the government itself, but the Russian Mafia.
