I admit, I have absolutetly no idea. But I can bet that it isn't Texas! Texans I have met (and I lived in Oklahoma so I met quite a few) seem to generally hold to the maxim that bigger is better. Generally, there is not much concern over the waste of natural resources because it is a state which is bound up in the history of America's oil. There is a very apparent lack sympathy for the environment within the state. Not to say that it is impossible for individuals within it to be environmentally conscious and responsible but based on personal obersvations (no research though, otherwise, so I may be wrong) I would have to rule out Texas. And unless I am misled my your screen name, I would presume that this is a safe guess since with such a name you wouldn't be looking to promote Bush's home state. But maybe I'm wrong, as I said, I have done no research on the topic other than that which is based on personal encounters and perceptions.
