Now now, those Japs require the whales for ""scientific research""  . You know how I would fix whaling? Id have ships following all whaling vessels, and whenever they were about to catch a whale, id blow the WHALE to smitherines. They can hunt the whale if they like, but the a#@holes sure aint going to eat it.
