I want to protest bums. For one year i want to get as many people as I can to promise to give bum's or bum shelters "Not One Damn Dime!". I want to protest the fact that they get drunk and pee in the street, they steal and harass people. I want to protest their laziness, rudeness, ugliness and stinkyness.

Correct. But in the real world, store managers don't want homeless sweeping in their stores, due to their appearance and unopularity. Look, I'm not saying homeless people are where they are because of someone elses's fault. Many times they decide to take drugs or drop out of school, and then lose their family's trust and help. And it's true that everyone is responsible for themselves, but then you write of homeless children, who are born into excrutiating poverty. I don't think we're understanding each other on this. All in all, what we're saying isn't too different, actually.

Sometimes people can't help themselves. They don't chose to be "stinky" and all the other unpleasant adjectives you mentioned. Though many homeless people are lucky enough to have job opportunities, that doesn't mean they all are just lazy bums who choose to live as drunkards on your block.

Completely withdrawing your financial help will not make them magically become cleaner, wealthier, or better in any sense. No one likes having such constant poverty in their neighborhoods, but acting childish by announcing that you will take no part in anything beneficial to getting them off the streets makes you seem like the lazy one. (Not even the majority of homeless "get drunk" or "harass people". That's just a generalization that you have made out of evident judgementality and a complete lack of humane compassion.)
