So I'm sitting here typing in the library at school and these girls are looking at me and giggling and all that crap that I've learned means they are attracted to me or whatever. And that pisses me off because everywhere I go people are judging by appearance. Why do people judge each other by appearance, by the surface when time and time again it's proven that appearances tells you very little about the person and can be misleading.Why? What can be done about it?

That's human nature. It will never change. If you want people to look at you in a more positive light, change yourself. If you don't want to do that, ignore them. It always makes me laugh when girls who dress like whores, have the audacity to question why people think they're whores. The way you present yourself, is the way you advertise your personality.
