Though I don't like the idea of the feds telling us what to do, the EPA does mandate that each county in every state have what they call a: Local Emergency Planning CommitteeBasically, you and other like-minded citizens meet once or twice a month to discuss and strategize ways in which your county law enforcement and first responders react to a terror attack or a natural disaster. There is no age requirements that I can think of, so if you people are interested in taking part, you should contact the EPA at http://www.epa.gov or find out from your local county courthouse what you can do to get on this thing. Our county's emergency management coordinator sent out a press release looking for folks, and that's how I got in on it. It'd be great for young people to learn the citizen-activist role
