Which do you think developing countries should put most of thier resources into? (I put this in government because usually government decides where to put the money, if it needs moved, feel free.)

def. education. more developed countries already have already made their mark on the world tthrough the industrial revolution. their work forces are now shifting to jobs that require large amounts of education so therefore more money need to go to education then industrial skills though industrial skills cannot b completely forgotten or else that would be terrible

Well, presumably, you can't have the skills without the knowledge. At the same time, the country needs to generate money to support this... Both simultaneously's obviously key. However, for a nation to develop service industries, education needs to be ahead by a margin. Maybe a 2:1 ratio or something.
