Everyone failed New Orleans. There were little or no preparations made, the evacuation was halfassedly enforced, and the relief effort later took much longer than it should have.
It wasn't just Bush's fault. There are many people to blame for that mess.

Thats kind of a touchy subject I would think.
Myself, I don't care for Bush too much. But, you have to remember that Bush isen't a weather expert by anymeans. I'm sure he was given the warnings, I know he made the city be on evacuation, but some people resisted and wanted to stay. Now those people knew as much as he did that there was a big storm comming that could terrorize them, but they chose to stay.
Now, where I think there could of been a lot more help in, is that the poverty level in New Orleans is very high, so those people had apsolutley no where to go. Even if they wanted to get out of the city, they had no way of getting out.
On the topic of race... I'm not too sure yet. I'm sure the race card is going to be palyed many many times in the outcome of this, but I don't think for the honest heart of a person anyone would do anything agiasnt another person, reguardless of race.
I think where Bush could of enfisized a lot more was in the relief efforts. Since they knew it was comming but not how much damage they should of been prepared for the worst an had teams ready to go. But, those people were stranded there for 3 - 5 days with no food, or water, and once they got to the convention centers it wasn't much better.
Thats the best I could think of.
